Why Hextech GLP-800?
Veigars' skillshots are easy to dodge if your enemy knows what they're doing. 
Everfrost fixes this by slowing down their Movement Speed, making it easier to hit them. You can also use it defensively as Veigar is quite vulnerable after he's used his abilities.
It also boosts your AOE damage SIGNIFICANTLY allowing you to 3-shot their whole team if they get caught in your Event Horizon, seriously: Dark Matter hits them all, Luden's Echo hits 4 of them, Everfrost hits them all again Baleful Strike hits 2 people and then your Primordial Burst finishes the one person that survived.
Finally the stats are too sexy: it gives you some survivability wih its' health, allows you to use your abilities more frequently with its' mana and pretty good 80 ability power.
