Introduction
I know that this is probably not the best guide and maybe even the worst but i hope at least one person will find it somehow usefull.
This guide is not mean to be too long and will only show you the basics for the Vel'koz beginners.
Feel free to vote whatever you like.
For runes I recommend:
9x Mark of magic penetration
9x Glyph of scaling magic resist
9x Seals of scaling armor
3x Quint of magic penetration
Magic penetration is you best offensive choise because of Vel'koz' high base damage and his low scalings.
You want to get scaling defensive runes because since the rune update they're a lot more powefull.

Start with your Q and max it first for great lane harass.
Put a point in your W at lvl 2 so you can proc you passive more easily.
Your E is a great tool to keep your enemys in place and allign them for your other skills as well as pushing unwanted followers away from you.
You're ultimate is an AoE, high damage, slowing and passive procing laser of doom.
Use it to secure kills or in teamfight to get a bunch of true damage on everything in your sight.

Vel'koz synergizes well with almost every champion that can hold the enemys in place.
Braum is an especially good example since his ultimate follows a streight line and leaves behind a heavy slow zone. He also can take most of the CC that was ment for you if you're channeling your ultimate.

In teamfights you have sveral options:
Initiate with you ultimate and make it easier for your team
Wait for your team to engage and pop you're ultimate in the middle of the fight to eventually pick up some kills
Don't use you ultimate in the fight and try to kill your fleeing opponents with it
No matter how you do it try to hit as many enemys possible!
