Introduction
The runes are pretty standard adc runes. If you can not conserve your mana, try running mana regen glyphs. The reason you run 6% lifesteal, is to help sustain your self with the Dorans Blade. (Note: the 1 0.93% crit chance rune is optional and I do hoping to be lucky and get that lane winning crit.)
So, as you all know Kog'Maw is one of the weakest adc's in lane levels 1-7, but with some mana regen from the tear you can spam some spells and win that lane, eventually winning the game. The first item you start off with is a Dorans Blade. The reason you start this is, It gives you 80 health, 5hp regained on hit( combined with the 6% lifesteal quints this will help you sustain better in lane,)10 as, and lastly its just a common item to have as adc. When you go base, it should be roughly around 10 minutes or 1.5k gold( depends if you can cs well or not.) When you go to buy, you should purchase a Tear Of The Goddess, and Boots of Speed, with some health and Mana Potions.This will help you sustain better in the lane and you will be able to get charges on the Tear Of The Goddess. So when you go back around the time you have 1.5k-2.5k gold(depending on if you get fed and well farmed,) buy a Bf Sword and if you can afford it either turn your boots into Berserker's Greaves or a Pick axe(and Cloak of agility if you have the money( or get Infinity Edge if you have the funds.) Honestly I like to have my 2nd tier boots, Tear, and Bf Sword when I am going back to lane. Around this time it should be roughly 20+ minutes in.
This part of the game Kog'Maw starts to become a little bit stronger. So, if you do not own an Infinity Edge yet, I recommend buying one A.S.A.P. Once Kog gets that I.E.(Infinity Edge,) it is a big power spike for him. If your Team is ahead and pushing down towers and getting objectives( Baron;Dragon(Drake.) Then you will be able to pick up the second most Important thing in his build, The Phantom Dancer. When Kog gets his P.D., he will begin melting the enemy team(if he is not already doing that.) A thing to remember is, that your q should be maxed out by then, and your w should have a few points in it. Assuming it is around 25-30 minutes, your Tear should be stacked by then and you should go back and get your Manamune(Muramana,) if you have the funds for it.
This part of the game, "late game", is where Kog goes "Super Saiyan 3" (http://www.youtube.com/watch?v=FmIx0ZRj-uQ)on vayne though but he is still the best adc in the world and if you disagree fight me irl.) That video was just for fun and besides the point. So, By this point in the game you should be looking to build one of two items, A Last Whisper or a Blade Of The Ruined King. Which one do you buy? Well it comes down to two factors, do they have a lot of armor? or health? If they are stacking armor go with a Last Whisper, but if they are stacking health you will want a Blade Of The Ruined King. Around the 38-45 Minute mark the game should be over, but if its still going or if you can get this before, get either a Guardians Angel, or a Mercials Scimitar(selling Dorans Blade and replacing it with this.)Well chosing which one you want is somewhat player preference or if they have a lot of debuffes and you did not run Clense, then Mercials will be a great buy. Other than that I prefer the G.A. and then selling it after it is proced, for another P.D. or a Statik Shyv. Lastly If the game gets to being 50+ minutes, sell you boots to pick up a Zephyr or If you are behind keep your boots and make sure you have the Home Guard upgrade on them.
While team fighting as Kog, several things are key. One of the most key things is, is positioning. As Kog, you wanna dps the enemies from the back line of your team, if you are in front you will be the focus and completely useless. The second thing is, with the I.E., P.D., and Kog's w, you should literally be melting the opponents. Lastly, if you have blue, just smash that r key and spam it to death, the Living Artillery will help take down your opponents and since it deals magic damage it still works if they have armor.
