Introduction
For Volibear, I recommend starting with Attack Damage runes, simply because of the attack damage being useful in individual Basic Attacks should you have to fight in teamfights, which is further enhanced by Volibear's Ult once he hits lvl 6. If it fits you, go for Attack Speed runes or Movement Speed.
Skirmisher's Sabre - This Jungling item is very essential as it helps reduce damage for a few seconds when you smithe an enemy champion, and also deals true damage to them for a short period.
Thornmail - A very essential item that helps against super fed champions like Vayne, which helps return some damage back to the enemy in the form of magic damage which can dish out a lot of damage.
Spirit Visage- A very tanky and defensive item which gives you a good amount of bonus health and magic resist which can enhance your Frenzy's damage and helps give you a good decent amount of health regeneration.

When you are jungling as Volibear, you usually do not need a leash. I usually start Blue Buff for the mana regeneration for helping sustain the abilities for early game jungling such as Frenzy.
Once you hit lvl. 6, you do not need to camp your own jungle, as there is always an opportunity to get kills on enemies or counter-jungle and secure Dragon or other objectives.

As you play Volibear, his limitless potential soars over the course of the game, and by late-game, he can get very tanky which he gains high attack power in his Frenzy, which gives him very good fighting power alongside with his overpowered ult, which can damage all enemies around him with each basic attack, which is fairly useful with attack-speed items such as Trinity Force.
