Be constantly present in team fights, get soul shroud and aegis of the legion.
Make sure to use clairvoyance as well in scouting and checking for ganks.
Make sure to activate your ultimate in team fights, heal most important targets and stun the most important targets as well.
Keep your Shatter down only if the enemy is fleeing or you got them outnumbered and low in morale. Otherwise, keep it up for the benefit of the team.

I'm gna put out what I have gotten so far to steer you more in the direction I'm looking.
Start with regrowth + man pot>philo stone asap for farm/ mana regen
Rush Nashors tooth for the CDR and AP + more valuable mana regen
Next sheen/blasting wand> lich bane for some MR AP and awesome passive works well with tarics skill set.
Haven't really gotten past that yet, I would go boots but I cant seem to find a use for them aside from enhanced movement. (used to get Ionian for CDR)
I'm thinking along the lines of RoA, but idk suggestions plox.
This build works well for me for the stun>burst dmg that taric is surprisingly good at, also enhances your heals and ult ALOT.

Your build sounds a little expensive for a support. Try to aim for cheaper support items like:
Soul Shroud
Shurelya's Battlesong (builds from philo stone)
Aegis of the Legion
Randuin's Omen (builds from HoG)
Then you can add some AP if you like, maybe with Abyssal Mask or Will of the Ancients. Try not to focus too much on your own stats and damage. Auras will help your team just as much as abilities.
