We've used preseason as the cutoff point for a new season in the past because Riot tends to have the biggest batch of changes during the preseason. The official start of season 7 is just when the ranked queues reset, which has less of an impact on whether or not a guide is outdated.
Basically we use preseason to separate the old s6 guides from the updated guides for s7.
As for guides that are "bumped" with updates while the content is still ridiculously outdated, that is reportable and will result in a mod or admin archiving the guide until the author finishes updating it (or at least removing all the outdated stuff).

I am saying that if a guide is called "Season 7" guide it should have been made Season 7 or updated to Season 7 meta. I'm not saying guides should be required to be kept up to date with every new patch.

Issue is there's clearly not enough people actively reporting them.

This is good news. As long as there is a single report, will the guide be reviewed? (For example, if I spend some hours in the weekend looking after fraudulent updates).

It all relates to the author of the guide. If a build from season 6 is updated to season 7 without & acknowledgement of the new changes, Items, etc. It might happen because the owner is unaware or is still testing the new patch & and is yet to change the guide.
@ the two above, we take action against guides that are blatantly out of date. We realize that authors do need time to update their content, especially after drastic changes, and sometimes they release small updates before finishing the rest of the guide.
So if you're looking for "updated" guides that aren't updated, I'd expect to see stuff like removed/reworked items and abilities from a number of patches ago that the author just removed or changed.
