All scout points were reset recently basically to give the Scouts a fresh start. Resetting the scout points was requested in the Scout forums in order to remove a lot of old points. Guides that are Scouted after the reset are now more likely to be Featured on the front page.
Basically there were just a ton of points given out to old guides so resetting them helps the Scouts do their job a little more easily.
Also I don't think I would say Scouting a guide does nothing. Your guide gets highlighted in the search results and it's more likely to be featured on the front page. Just having a Scouted status just makes people more likely to open the guide since it should be of good quality.

No, the scout system is still fully functional as it was. The points were just cleared out, so it's as if we just launched the system for a second time. :D
