This varies with styles and strategies, but a guide can describe it's style.

Core items are generally only 1~2.
Core items =/= Boots.
Boots are a default item on all champions.

Core items I understand.

I'm talking the ones outside of the core people still don't stray away from.

i dont play any of those heroes, minus maybe lee sin.. think: tanky dps, DPS, AP or AD assassin.... thats my style.. oh and ryze..recently.. i also play junglers like warwick and olaf... all depends..

when you say item tier list

do you just mean like sort of element's tier list for champions but basically having the items regardless of situation/champion build (like, rating the item on it's own) or are you spliting it up based on your role (i.e mage, tank, etc)

if it's the first you should do it because there are a lot of items i see in guides people shouldnt be buying

wrt the item tier list i think it would be best done something like this:

sort items by value per gold according to relative stat increases.

make comparisons for items which do pretty much the same thing.

e.g.

how much does PD, IE or Black Cleaver add to DPS?

in general though i think this could be v difficult to do right because the value of each stat increase varies from champ to champ.
