Well, my current mastery distribution for Janna is 0/6/24, but I'm not 100% on whether that's the best option.
9/0/21 is good for supports like Sona and Soraka (maybe others, too) who can use the CDR and MPen. They support by hurting, and they have self-heals that make damage reduction less of a hard priority.
Simply filling out Utility isn't a good idea, since Perseverance, Sage, and Scout are all pretty bad masteries. You're better off just not worrying about those. Runic Affinity isn't that good either, since the buffs won't be going to you.
So I put those points somewhere else. Just personal preference, I guess. But I think there's possibly a better way, so I'm still looking for it.

Yup, either 0/21/9 or 0/9/21.
0/9/21 with CV/Flash, 0/21/9 with Heal/Flash.
Either one works pretty well, just depends on what your team needs.

The magic pen mastery is unoptimal on all supports. The 10% magic pen doesn't do much for your early game harass (10% of 30 is 3). Flat magic pen is far more effective for that. The magic pen mastery scales into late game, but as a support, you're not going to be doing very significant damage anyway.

Yea the extra armor and hps are much more important early game from what I have experienced.

Well in old masteries
Veteran's Scars
wasn't in third class, so you wouldn't reached it with only 9 points. You could only invest in MR, Armor, Health regen and such before new masteries and that was kind of a waste and going offensive was more benefitial. Now that you can reach flat health + health per level with 9 points, you mostly benefit more from putting 9 in defense.
Defeat is not the worst of failures. Not to have tried is the true failure.

Wouldn't it be more beneficial to get like 6 in the defense tree to gain more lane sustain in the beginning? Or at least more than 21 in the utility tree? I could easily see a support with 0/0/30.
I just don't see the reason to get masteries in offense, when you're supporting (the same goes for Marks; why Magic Penetration? Go for armor?).
All I need is some argumentation to skip some valuable masteries in the utility tree.
