I'm 11/5 W/L, 79 lp, +27 lp / -13 lp gain/loss. So it's a maybe or it's definitely a bug?

It's certainly possible, since I have skipped a division before, but that's not an indicator that you will skip.

+28 LP gain should be pretty guaranteed division skip.

You have a great MMR, you can skip to Silver 1, and you get in to gold you will prolly be able to skip divisions as well.

It is possible. I think it relate to MMR. Such thing happened to me in Season 3:
1) Gold 3 --->>> Gold 1 (Gold 2 skipped);
2) Platinum 4 --->>> Platinum 2 (Platinum 3 skipped).
