It really relies on getting the equal lane matchup in order to get the Hecarim going. He's pretty item dependent from what I remember, but one good ult can always turn a game, I guess.

Ignite Hec wins games because that's the only way to get kills in lane unless someone like Pantheon is your. Jungler and can stop the enemy running back under tower. In lane you just farm and hope that Trinity + Sunfire Cape is enough to make you unkillable.
As for lane swaps I don't see why getting Ghost on Hecarim makes the lane any easier

So outside of that, Vlad top has been played a lot lately on pro streams as a top laner, I've noticed over the last few days that I've seen a large portion of vlad tops on master/challenger streams, Can anyone explain to me why they'd be playing him more lately?

I can't really disagree with cooper though. 52.67% win rate with TP ignite top in plat+ speaks volumes; It is without a doubt a strong pick, especially without lane swaps... And let's be real lane swaps don't happen often in soloQ; They're pretty hard to coordinate

I've noticed more Vlad at Bronze / Silver as well and I believe the reasons are in no particular order:
1) He is a
Gnar counter2) They bumped the base health regeneration on
Spectre's Cowl from 100% to 150%
