Basically.
Karthus is better in mid, and alters his build pretty harshly in order to jungle properly.
And Maokai just isn't used enough as a jungler (ususally solo lane) to judge his performance in high elo.
Fiddlesticks and Cho'Gath perform consistently well though.
Cho'Gath is also usually a solo lane, but his jungle control is really good, so he can't be faulted to heavily for being jungled.

His runes are very strict for a 3:50 time, and with a sustained route he has a ~4:30 time.
Also, his ganks are pretty bad.
Not to mention he is much more effective as an AP in mid/top.

Gragas' ganks aren't that bad. Pre-6 you rely on
Body Slam and red buff for CC, post-6 you have your ult, which is pretty effective if used properly. You just have to have
Drunken Rage up when you gank. I find his ganks to be better than Warwick pre-6 and a little bit worse post-6.
Strict runes aren't great, but they don't make him less viable.
I do agree that he's better off solo laning. He doesn't quite have Cho'Gath's jungle speed+sustain+counter jungling skills for jungling to be worth it.

I don't see why he shouldn't be... Alpha Strike wrecks neutrals, especially with a bit of AP behind it. Pretty decent nuke vs. other champions, too.
Only problem I can see is he has no in-built CC, so ganks aren't as easy/good.
