I haven't purchased a warmogs in years, but that all changed with Cinderhulk jungle item. I think its a useful purchase on tanky junglers and allows them to keep pressure on enemy with the health regen.
On both Udyr and Volibear I buy trailblazer + cinder with a warmogs -- and it basically allows me infinite sustain. I constantly find myself with 2-4K in gold because I generally dont' have a reason to recall to base.

I used to care about KDA, now I care about CS and Objectives.
Honestly... No. I see no reason to buy
Warmog's Armor, ever, on any champion, for any reason.
It's just been nerfed too many times. It's so, so, so, so weak compared to what it could be, what it once was. If the purpose of the item is to get tanky (at any point in the game), there are always better choices, no matter the incoming damage type. Against physical damage only,
Randuin's Omen
Sunfire Aegis
Frozen Heart
Thornmail
Ohmwrecker
Guardian Angel
Ninja Tabi. Against magic damage only,
Banshee's Veil
Spirit Visage
Locket of the Iron Solari
Mercury's Treads
Quicksilver Sash. Even against mixed damage, I'd way rather get
Randuin's Omen and then follow it up with an MR item than I would buy
Warmog's Armor and follow it up with
Guardian Angel or
Zz'Rot Portal, the only hybrid resistance items on Summoner's Rift. Or, if AoE magic damage was the issue, I'd way rather rush
Locket of the Iron Solari and follow it up with
Randuin's Omen. Any of these items is stronger, on its own, vs its respective damage type, than
Warmog's Armor is against that same type. They all also provide some form of utility, and
Warmog's Armor basically has none. Furthermore, put one MR and one Armor item together, and you have a stronger 2-item combination than
Warmog's Armor+anything.
The only thing that
Warmog's Armor provides is an anti-poke passive. It's not even that strong for anti-poke- it takes too long to be "out of combat,"
Enchantment: Homeguard exists, and the best way to deal with poke is to engage on it- with say,
Turbo Chemtank?

You have a point similar to mine, while health is good I feel that it lacks other bonuses enough to make it viable (for me at least). People were saying it's good against teams with two sources of AP and that seems like something I'd want to test; it makes sense. But yeah, for the most part I'd want bonuses other than health to stay viable. If the enemy team doesn't have a BorK ADC or two sources of AP I'll try to use it.

Hex into Warmog's is good in midgame teamfights because you're fighting against an ADC + jungler + double AP which is mixed damage.
Hex also gives great laning presence unlike svisage
