This is all good and dandy as long as you leave at least some constructive feedback. Or even "I think you need to work a bit on your ****." if you don't feel like making a long comment.

I agree with Jet - I downvote in one of two scenarios:
1. The guide is unspeakably bad and just uses terrible item, skilling, rune, and mastery choices.
Or the more common scenario:
2. The guide is simply mediocre or could use a lot of improvement, yet is rated rather highly in a position that it does not deserve to be in.
The second scenario is much deadlier. Most people are smart enough in the first scenario to recognize a bad build, but many people will be misled by a bad guide that is rated highly.

I downvote when I feel the guide deserves to be hidden away, because I fear what noobies will end up doing if they find and use it.
If the guide has potential, I comment, otherwise, I just straight out downvote to keep life simple.
