Nah, poppy is a good burst. She's an assassin, it's what she's made for. Run in, ult someone, push someone into a wall, whack em = kill and run. Then wait until you can do it again. Same with akali.
I truthfully think SOME of the best bursters are:
LeBlanc(its just too strong)
Akali ^
Poppy
Gragas
Veigar
I think the best burster of all is Veigar. Unless you have Banshee's Veil, your screwed. but even then, you still have to be watching

Yeah for a BURST DAMAGE CHAMPION.
Also, you spelled potential wrong. -thumbs up-
Xerath doesn't have as much range. Not nearly. But he's the only one who can throw that much of his full combo down from that long a range.
Caitlyn's is single-target, not AoE. So it loses it damage, but ties in range and difficulty.
