Biggest part of these things is that votes expire under the hood. The vote count displayed on your guide will never lessen, but old votes no longer count towards the rating of your guide. Votes can be "refreshed" by "revoting" on the guide though, but nobody really does that.
So most of the votes on the other guide have probably expired. I can imagine "featured" being based on sudden bursts of views and votes rather than simply a high rating though.
The green bar can probably be explained using the expiration of votes. If a new guide gets released and receives only one upvote, the bar won't be fully green yet. So imagine only a few upvotes not being expired on that other guide leading to this not fully green bar in the same way. You need a fair number of counting upvotes to receive a full bar.
The only people who can tell you for sure are (hopefully) admins and developers though.

On a serious note, I can't see the other guide you were referring to, I think it's been archived? But I doubt it had 100% upvotes, it most likely received downvotes after it lost its comment to vote, even if you can't see any downvoting in the comments.

I'm just wondering, why is his guide not under the "highest rated" section while mine is? We both have a 100% upvote percentage, and just based on the numbers I would assume that his guide would have a "higher rating" than mine.
One thing that I noticed was a strange disparity between the appearances of both of our upvote bars. Again, both of our guides currently have a 100& upvote percentage. Take a look:
