His jungle was really slow. Notice that the base heal, AP Ratio, and CD on consume all went up, so this is not necessarily a buff considering his consume bonuses aren't that high.
The Lizard consume buff works on the small lizards at blue buff, right? So you can get 2 consume buffs by the time you kill blue.

He would surely be more annoying to face jungle and lane, let him take a bite out of buffs and help leashing while having an advantage early

Elohell is like Irelia's stun: if your real level is equal or lower than the level you are in, you're STUNNED there forever. If your actual level is higher than the level you are in, you're just SLOWED in your way up.

A level 1 Nunu with only Consume and a pitiful bonus that lasts 2 minutes is not more of a threat in lane. This would only really help jungle Nunu & Willump.
