the only way to get such an aoe speed buff is talisman of acsension which has an area of less than half of Raise Morale's.

Saying that GP is weak in the lane is just the biggest misconseption about him ever. He tears enemies apart early. Level 1-2, there is nearly noone that can outduel him and he can get a serious lane advantage here. Just spamming Parrrley on your enemy is the dumbest thing you can do, totally mana inefficient. You have to follow it up with 2 attacks to stack up the passive and this way deal way more damage. That is also why the slow is strong early. Yeah, his lategame is ****, but maybe riot finally does something about it if they fix his ult.

I mean, you also don't just spam W with Talon on your enemy and you are cool, right?

Gangplank can be an annoying champion to lane against, but he hasn't been a strong champion in a while. I remember him being strong years ago (mainly because his passive damage used to be pretty high), but ever since a patch in June 2011 - the one I'd like to call the "Remove Evelynn" patch - he has pretty much only seen nerfs with almost nothing to compensate for it.

The reason because GP isn't played is because even if he would completly crush his lane opponent, he would outscale him as GP does nothing mid-lategame

As much as I hated playing against it, Deny-plank was when he was strongest, I think. He could just delay enemy scaling forever.

I don't see how GP could crush a lane other than if he got a couple early and lucky crits, very similar to Tryndamere. I mean, he's got no hard CC, and nothing for damage other than the Q. Which really doesn't hit that hard unless he crits. You can just get some early armor too. Tabi/Chain vest and you're pretty much good.

Picking up a Sheen also gives his Parrrley way more damage, + he gets mana and ap from it, which in turn ups his sustain.

I don't think the heal really matters when anyone with a gap closer does more damage than he could ever hope to do early game.

And, while his passive is some damage, it's very low. Like, pitifully low. I mean, 3 magic damage+his level, and then it's reduced by MR... it's not going to stack up to Riven's passive any time soon. And, Riven has a shield to not really care about the Q poke.

I love that word, "outlast" I feel like you constantly forget GP runs on mana.

Also, may I remind you that without crits, an unstacked Nasus could probably out-trade your Parrrley.
