His early game was ******ed. Last time I laned with a Draven as blitz, a hook was a guaranteed kill, even at level 1.
I honestly don't think they nerfed him that hard. You just can't go balls out every single time and win the trade. Gotta pick your spot a bit more.

Catching axes or getting minion kills?
After 1 minion wave, assuming you kill them all with spinning axe, you already get:
3*6 + 3*6 = 32 bonus gold if you would kill a champ afterwards.
You will only lose half of the stacks upon death or at having a kill.
140 farm + 2 kills + 2 deaths (still assuming you kill all minions with spinning axe) =
(140*3 + 140*3) * 0,5 ^(2+2) = 52,5g bonus still.

Late game, the current passive gives about 50 bonus damage, per Q hit/crit , post-resists. The new passive easily has the potential to add more, earlier.
Also, assume "competitive" Draven doesn't go above 9 kills until late game. Maybe gets one kill at about... 10-12 minutes, and a couple assists from jungler ganks, or something. He's probably been building up somewhere in the realm of 200-300 stacks. Enough to basically get a free first-blood's-bonus worth of gold on a kill.

I will put it this way. (BTW: Note, you can also die and loose the 300 stacks to 150)
I had 9-3, 140 creeps and I got 400 gold from the passive = Long Sword = 10 AD per auto-attack for mid game +20 minutes.
Draven's old passive: 34 bleed damage level 1 for lane. That's 3 times Long Sword. At level 18, it's 30 + (4x18) = 102 bleed damage. So you'd need to get 2 B.F Swords for it to be better late game. The new passive gives absolutely nothig to early levels of Draven where he is supposed to be getting the kills. We have to consider attack speed tough, because it ticks for 4 seconds and isn't stackable. Late game, yes it can be better if you have done well, but as said Draven is early snowballer which was nerfed.

Draven's critical strikes deal 30 + (4 × level) bonus physical damage over 4 seconds. Spinning Axe also causes this effect even if it does not critically strike. If Wicked Blades is re-applied to a target, its duration is reset to 4 seconds and any damage not yet dealt is carried forward, increasing the amount of each tick of damage.
Draven's new passive League of Draven:
Draven gains a stack of Adoration when he catches a spinning axe or kills a minion or monster.
When Draven kills an enemy champion, he consumes half his Adoration stacks, gaining 3 gold per stack consumed. Draven loses half the Adoration stacks upon death.
This is how I did: 9-3 and 140 creeps
The highest reward I got was around 150 with highest stack of 100 adoration.
Total reward at the end of that 20 minute game was 400 gold, but please note; How often you go 9-3 in 20 minute game as Draven and it's even harder now when passive is removed.
I was laning against Vayne pretty much the whole time.
He was obviously a noob, but still I had really hard time with him after level 6 and I just couldn't kill him that easy level 1-3. He actually went pretty even on the trades.
I main Draven as adc and I find this new passive **** compared to the earlier one. I didn't even get to late game, I was the most feeded guy of all and I was lacking the damage. This new passive will ruin Draven unless you get really mad scores early lane.
This is my opinion, R.I.P competitive play Draven. Early game is **** now, mid game should be little bit better, but then the late game compared to other carries.. The new passive canno't give the extra damage in form of items instead of the bleed.
