From West to NE etc. and it does not reset your elo.
Well a classmate of mine had an EUNE account and had it transferred to EUW, and it reset all his wins/losses even though he already had level 30 already.

Maybe? I mean, the game at level 23 only somewhat resembles the game at level 30. At level 23, it's a ****shoot whether or not your team has a jungler, for instance, while at level 30 I only rarely see teams without a jungler in draft normals. There's a pretty large chunk of the game that you don't even get a chance to learn until you're level 30. I'm not at all sure that you miss out on much by doing co-op and the like until the low or even mid 20's.

Some people play serious to win.
Some people play just for the lulz.
Happens in any game. They can't all be serious and try hard to win.
I used to have your mindset honestly. I eventually gave up on convicing.
Right now what I do is if people are playing for lulz I just go along playing for the lulz. If they decide to play serious I play serious.
Being able to change your mindset in a game is good I guess.

Actually, yes and no. You see, I figured levels 20+ are the times many people get confident to leave bots for PvP, so I didn't get all those smurfs from levels 1-18 to call me a noob all the time. I'm a gamer so I got into the thing relatively easily, the hardest times I had were with some level 30s that got into the thing (like a Nasus on 3 vs 3 that suddenly started 1 vs 3ing and I was like "wtf is this?") and against some champs I didn't know.
I remember the first time I saw the "Endless Rage" icon :')
