His jungling is awful, really awful. His initiation is also extremely obvious, his taunt is virtually melee range and he doesn't really have any damage.
His ganks are out-rageous though. Even if you see him coming through a ward you placed miles away from your lane, he'll still reach your lane before you've gotten away. I personally like him. Or should I say, intensely dislike playing against him.
His ganks are good but overrated, creep block screws him so hard. There are many champions that can gank just as well as Rammus or better without being **** at everything else.

Why is he not viable? Extreme tankieness, 3 sec taunt, good AOE overtime, one the quickest moving champions in the game.
He ganks great early and he can shut down carries later into the game. True he has a bad clear time, but if you can gank well, he won't suffer.

he is not that bad now, people still play him around 2k Elo to carry (their lanes get fed).

He has a 3 sec stun, tons of armor/MR from W, more hard CC with Q not to mention the nice movespeed it gives. His ult can be devastating during teamfights and very helpful when pushing. There are certain items which allow him to build HP and armor at the same time too.
So he isn't viable because of his weak early game, or the sheer amound of armor shred? But then, the latter shouldn't really be much of a problem.
