My thoughts
1) Get representatives of each role together (EG: Duff can represent solo-top)
2) Organize tryouts (the representative 1v1's the person wanting to try out and gives an evaluation)
3) The representative puts the people accepted in order of skill.
4) Split them into other teams (EG: Player B goes into team 10 because the representative feels he is at rank 10 compared to other people)
5) Play and win (:
I think the minimum requirements to be able to "try out" would be level 30 and maybe even at least bronze.
But first of all we need representatives of each role.
Of course if another person thinks that they are better then the representative, they can challenge them and get results in different aspects (deaths / farms / etc)
But for this to happen we really need a judge I think.

Better idea, lets just make 1 Mobafire team and everybody may join that ****, every-body. Because what I am afraid of if we let people do tryouts with certain people, then its biased, some people don't like other peoples post. Also meassuring some1 skill with 1 vs 1 situation is bad, because its resolve a lot more then winning a lane (You most also know the fact that there isn't a jungler so they just push).
Though being hypocritical, players could be put in ranks to measure skill level etc etc, though imo there should be possibilities to play with higer up ranks, because if you don't do that, forums will divide and there will be more tension between players ( I have seen this a lot).

He is well known for one specific thing, dominating top lane. I'm sure other people can be well known for plenty of different things. DEWO was once considered the party crasher (thread ender) and mid Yi. That was until he got admin and been busy every since. :P
Maybe, as it was already stated, we could put together multiple different teams and play customs against each other, paying attention to how well people played their roles and such.
