I'm not understanding you here. You seem to say that forced comments with public voting causes fear and retaliation, but then you say you want it because it will give you more feedback. Are you saying we should force comments but not show the vote?

You can already anonymously vote, if it's a downvote and you're fearful just wait til it goes over 20 votes.
If it doesn't have 20 votes, its probably not all that great considering you wanted to downvote it anyway.
If you comment after 20 votes, there's nothing they can do to prove you're the downvoter, unless you explicitly mock/belittle the guide.

Even if you anonymously vote, wouldn't it just be the same as walking up to a guide with 20 votes already and throwing an up/down vote? I mean, people can still just be like "asldk -1" but now it's just anonymous, just as useful as getting lower scores on your build from no comment voting.

You need to log in before commenting.
Since down-votes are not anonymous I feel like we're losing a lot of people who want to down-vote and comment but won't do it because they fear revenge voting on their guides. Myself included.
It also probably happens even past C2V, after down-voting some people might want to leave a comment, but are afraid the same thing will happen.
I've got 7 down votes in my guide, and none of them left a comment. I really doubt all of those are simple troll votes and I'd love to hear why they don't like the guide. If it is the structure, the way I explain things or they simply don't like support chars. I could care less who voted down or not, their opinion are much more important.
