I don't think it's a great idea simply because - unlike Reign of Gaming - we have no way to ensure any sort of quality if we leave it all up to voting. In the end it just sounds like something that'll be a popularity contest rather than an actual tier list and I'm sure plenty of people will disagree with the list anyway, allowing it to never truly become the "community tier list".

But as said, everyone has their own tier list. People follow them without even thinking.
e.g. Stonewall's tier list. Tier 1 = every champion he is good with
Tier everything else = anything he can't play
then people think that they are always better because stonewall said so

I don't think the tier list is a good idea. Low elo people like myself will have conflicting opinions with higher elo players and the tier list would end up being incorrect and more of a popularity contest like people have said before me.
Not to mention, tier lists are horrible in general. I don't think players should need a tier list to know whats strong unless they've been away from the game for a long time.

In case of disagreement between low elo and high elo it is obvious who takes high precedence.

Players could also need a tier list because they're trying to expand their champion pool.
Well, a community-voted tier list may not work so well, I agree. But being able to create a tier list at all would be nice.
It seems like a fun idea, but I think it would take too much development time and we don't really have anywhere good to put it anyways. :( This is on top of the other problems people mentioned, though if we did it I would definitely see it as more of a fun / community thing and not a serious "this is a factual and accurate tier list."
