In the game of League of Legends, any League of Legends Player is considered or expected to be level 30, no matter what - if you aren't level 30 yet, then, in most people's eyes, you are still new to the game - and don't take this like: "Oh, I will just get level 30, and then I will mentor" - getting level 30 is a benchmark, sure; but it's one that virtually everyone has reached, and therefore it isn't anything special.
I would suggest that you play the game for yourself and with friends - and gain friends through the game as well - play with them and learn from eachother's as well as your own mistakes, as you evolve. Believe me, I know the feeling of thinking that you know what you're talking about, but I can only tell you that that feeling is a lie. You should at least have around 500 normal wins under your belt - the more draft pick games possibly the better, to be able to consider yourself to be at a level of knowledge where you would be able to actually mentor someone in the game that is League of Legends.

Anyway people tend not to give **** about how much you played or how good you are, you probably need high ELO for people taking you serious...
I know the feeling, I'm doing pretty good with Wukong yet im getting trolled, called noob etc, etc, etc, simply becouse I don't have high ELO, (well not too much wins either for a reason). Others will always feel superior if you are not like Gold or higher ELO (even if they do suck epic time), it's simple narrow minded, foolish human behavior.
Just wait until the first Twisted Fate calls you noob while building a Ravenous Hydra for 30 minutes...
I suggest getting atleast Silver ELO first, a confirmed Gold would be perfect... I'm trying to get that too, but can't solo queue (not enough champs meh...) and my team is kind of lazy.
