If you're the other side with blue close to bot the jungler can feel him blue. What I experienced was a Taric with clarity.

Buying Executioner's is a big nono unless you're playing a real hard AD like MF.
Anyways, all I can say is either shove your lane and try to take the buttrape like a man, or just get jungler ganks. If your lane get's dominated, you cost your team the game :\
EDIT: MERC TREADS OP AS ****. Also, Negatron Cloak. It slows your items offensively, but at least you won't die, or have to b after 10s of being in lane.

Taric heals and takes little/no damage and keeps Anivia up, who deals a lot of damage but her weak side is that she is squishy, however constant Taric heals and armor aura keep her up.

Taric with Doran's Ring early game and Clarity, Anivia with Sapph crystal.
Taric uses his auto stun, if you get closer you take more damage, if you move farther you get stunned longer. Anivia then gets the opportunity to autostun you and nuke with E. If that's not enough Taric can just blow his Shatter and at that point you're either dead or have to go back. This is all on a ~16 second cooldown or some ****.
