To be fair, the card rebalances come with the season update. And as a player of Casual(or Wild if you want to take the HS approach), it's probably my favorite thing. Especially when I have a more "competitive" environment when I feel like it.
So you're saying that the balance changes are coming with each season? As far a I could see they said nothing about that, only that they were gonna take a balance pass on the basic and classic sets.

How I did it
It's going to make it more like MtG and phase out some of the ridiculously strong cards, like Dr. Boom and Shredder. Expansions that you don't have at least one wing of, as well as packs not part of standard, won't be available for purchase. Adventure cards, and also cards from old packs, will be available for crafting if they're not part of standard.
Coming with Standard format is the "old" Wild format. Which is basically the format everyone's been playing since release. Anything goes there and all cards are valid.
The metagame really looks to be shaking up, and I'm excited.
