That quote from the bill would make everything in the internet unlawful. No matter what you write there will always be someone who is annoyed by it. It would also make pornography illegal. I'm pretty sure they can't legally do that, that bill will never pass.
EDIT: Also, if the bill is posted on the internet then whoever wrote it will go to jail, as the bill annoys a lot of people and according to that bill it is illegal.

Lawmakers believe that the Internet has become a place where users are free to run around and do and say as they please without the fear of any major consequence from the government. After all, putting my hatred for the latest episode of Game Of Thrones on the web even though the rest of the world sees it as pure televised awesomeness is within my constitutional rights isn't? The Internet is all about freedom of speech right?
