So, any spells would utilize spell vamp.

They should at least, according to the description of it.
Take Ace in the Hole for example. It applies the slow from Rylai's Crystal Scepter. I'm still not sure if it works with spell vamp yet though.

Well, a good example of this I think would be Garen. His decisive strike skill applies on hit effects (like red buff or frozen mallet slow, as well as life steal) however his Judgment which also does physical damage works with spell vamp (and I think it may also work with Rylai's).

If a skill deals damage and explicitly states that it procs on hit effects, it will be affected by life steal and not spell vamp.
Spear Shot and Heartseeker Strike proc spell vamp and therefore also proc things like Rylai's, even if they do physical damage.
Double Up and Parrley proc life steal and also things like Frozen Mallet.
