Fizz is the more popular variant of this build. It's incredibly strong. The build essentially makes him a bruiser who is on the higher end of the spectrum of damage and mobility. It's a pain in the *** as well to play against, since he's both tanky and can avoid damage.
Only issue is that the early game is pretty much without any lane presence whatsoever.

Yeah, it's really good. The changes they made to his W, specifically changing the "% of missing HP" from a DoT to straight up on-hit damage, makes him scale extremely well on attack speed.
Trinity Force -> BotRK, the mana helps make up for his huge E mana cost until he has
Frozen Heart, also gives some attack speed, and of course the triforce proc does a lot of damage too. Then BotRK and then
Frozen Heart into more tanky items. I would use Ionians because of the lower E cooldown, and he also doesn't do much damage if his W isn't up.
