i like it but it kinda has that burdon of knowledge of having two different ways to use it, as a skillshot for when you want to clear out huge waves, and as a targetted ability (not sure if thats what you mean but correct me if im wrong)
i think him being able to target it takes away from the counterplay of it too, and less damage the farther away you are puts him in a riskier place which is bad for an adc that wants to do maximum damage

it is targeted but it would only "lead" the shots to the target. It would be dodgable and still be able to be body blocked.
Also having it ramp up damage the clsoer the enemy is means Lucian must be more aggressive when chasing with it, and it's better for scenarios when hes on the run.

This is a player skill issue, not a champion balance issue. Lucian is already the only champion that gets to reposition a channeled ultimate while it's firing. Your rework basically just turns it into a weird version of twitch ult.

This is exactly the opposite of what the ability is supposed to do. Lucian's ult is supposed to allow you to keep damaging a target even if they get out of range or it's unsafe for you to be in autoattack range. Why would you take a long ranged ult with ****py damage, lower the damage on it and force you to be in someone's face for it to be effective. This doesn't make any sense. It sounds more like an excuse for someone not to know how to orbwalk or something, and completely wastes the range potential on the ability.

Because so far all of the viable non-standard AP builds were abusable and anti-fun. Remember AP
unfortunately i started to play at the last days of season 2. So, yeah, cant know it, but ok nerf them, but deny ap ways is kinda boring
