I used to play him a lot more in blind pick. When picking him in draft, I only go for him if I am sure that your laners tend to be unable to counterpush (meaning the foe farms really well and fast, but my teammates can't).

Rammus is easily counterjungled and isn't a safe pick but if the enemies let you, sure pick it.
I agree Rammus is a risky pick because it is easily counterjungled. A remedy on this problem in order to reduce the risk is to buy wards (Cloth Armor (300)+ Sight Ward (75)+ 2 Potion (70)). A good coordination from the team can also assess this problem
