I already get 10% from masteries and I almost always take blue, so the CDR boots are kinda overkill once I get a DFG/Morello's. I prefer the magic pen boots because they boost your damage output, which is important if you are midding with her. If you are bot and sort of playing support-ish than take the CDR boots, but understand that Karma is NOT a good support (she reliant on farm to get AP so she can do her job).
I play Karma as a support.
She's the strongest bot lane support in the game if your masteries are set right. Beat out Duff(Vayne) and Mowen(Janna) bot lane with 0/21/9 masteries recently. I was the only death on the team end game.
She is a really aggressive bot lane and does it well. Especially if you tell your AD carry that you are going to be taking your share of the farm.
If I'm put mid or top like I like, I get about... 35% CDR from items but, that's going to change once I get my masteries changed correctly.
While she can be played as an AP carry, she's best played like Lux/Zilean. AP mid early game and transitioning to a really strong utility champ later game.

The comparison is very fitting. Karmas damage is really good early to mid game. But as soon as the enemies start getting some HP/MR it falls off rapidly. That's why I like playing her with another (nuke-)Mage such as Veigar or Ryze (who play top or bot), which shine lategame.
Oh and, I love using a 0/21/9 build on her (both movement speed masteries). Pack in MR or Armor runes (depending on enemy), Cleanse and Flash, and there should be no way you die during the laning phase while harassing the opponent to death.
As you may have guessed, I really like playing her tanky. Yoru abilities deal a lot of damage with only a RoA + Deathcap. But depending on enemy I change builds on the fly. Yesterday I played against a Xeraph. An early Megatron Cloak made everything incredibly easy (After Shoes + 1 Dorans)
However, I think for all enemies I've play against I've simply had the "unkown Champion"-Advantage. They didn't know how to handle Karma. So I don't know how it might turn out against stronger opponents. (My Normals-Elo should be around 1600)

Even if someone plays full AP Karma she will always be a very strong utility champ in the late game.
I don't necessarily think your team should have a Veigar or Ryze since the AP Carry is generally not the champ carrying the team in the late game anyway, but I do like to have at least another AP champ top or as a jungler (

That's actually what I used to go for, it tremendously benefits you early game. However I started playing Karma 9/0/21. I'm still in the experimental stage of Karma, constantly tweaking my build here and there, striving for the epitome of Karma.

Tear of the goddess sounds good but, in reality, it adds nothing to your surviviabilty.
Catalyst>RoA is one of the best items if you can farm it up/get GP5 for it as it makes you way tanky for a support.
