If it worked with Rylai's, it would only give the 15% I think because it's an AoE... If it worked with Frozen Mallet, it would give the 30% slow for being ranged... I'm not quite sure any more...

ppl need to understand spell != magic damage , spells can do physical magic or true damage it wont change anything about life steal spell vamp rylai or frozen maillet , the question is does the spell apply on hit effect or not , and not if its physical or magical damage .
