Rylai's Slow proc has the same interaction as Spell Vamp.
Clear stand-alone abilities only, with a reduced effect for AoEs.
On-hit effects are not stand-alone, they're an additional effect onto your auto-attack.

Since Kayle's E get's both spellvamp and lifesteal doesn't that mean it applies both slows? or am I confused and it only applies spellvamp?

Like spell vamp, Rylai's does not proc on on-hit effects and therefore will not be activated by Toxic Shot, Righteous Fury, Siphoning Strike, Empower, etc. At least I think.
