I mean, he doesn't get them lowered by a percentage just a flat amount.
Lower CD in general means faster usage of the skills. I'm also pretty sure that the CD reduction "stacks," if you will, upon it's self. Giving no reason not to build both.
It may just be that it's midnight and I'm tired but, your math doesn't seem right to me.

Basically, CDR works in a x^x fashion.
when it's close to 0% there isn't much help going on.
100% CDR is infinitely better than 99% CDR.
Edit: Basically, when you cut flat amounts off a reduced cooldown, the percentage of "effective reduction" is reduced every extra attack you fit in, or every point of CDR.
Basically, CDR makes Attack Speed less worthwhile, while AtS makes CDR worth less.
Over all, you would get more benefit from CDR if you ONLY built CDR.
I'm trying to say that it's less of a "hey max both or you're bad", and more of a, stack both, but don't spend more than 2-3 items on it.

Yes, it's still good to have, just not as good.
The more you have of each, the less the other one helps.
It's backwards to how AD and Attack Speed, or AD and Crit work.

Oh, it is, i was just pointing out the kind of "diminishing returns" effects of AtS+CDR and why CDR shouldn't be so highly valued.

The difference is (with taric vs skarner) is one will auto attack, the other doesn't.
You mean skarner doesn't Auto Attack?
Cause i was only trying to point out that Attack Speed+CDR is like building flat armor pen, and then getting a last whisper.
It's silly, because they devalue each other.
