his passive is not 1 (or 0.5) sec off his base CDs, it's 1 sec off his current CD. So it's after CDR has taken effect as far as I know.

Yes, but if you get 40% CDR, your damage is effectively 66% higher.

When you have a taric/skarner passive, your CDR is worth less, 40% being worth 56/66/58/66 respectfully.

Basically, there is a break point where CDR does nothing because of the flat reduction from your attack speed.

There isn't that point in "normal champions" with CDR and attack speed.

Basically, it's a stepwise function, except theres a flat part, and then a fairly linear section where CDR is in effect.

It's an odd way of thinking about it, but you need to be very careful when stacking both of them such that you don't waste stats.

the stats are great for skarner. as from attacking/spamming skills which he will be doing often, along with ap and more ap, and some ad.

its also the item with the most bang for its buck, figuratively speaking.

Wriggle's Lantern
Mercury's Treads/ Berserker's Greaves
Sheen
Hextech Gunblade
Trinity Force

He's constantly throwing out his Q which gives great healing returns from the Spell Vamp on Gunblade. His autoattacks are a great source of damage and healing. Trinity Force adds a huge spike in damage out put. Try it. D:

Skarner just seems like a weak jungler. He's not particularly sustainable compared to the current top jungles and he doesn't really take anything from Wriggle's at all over the course of the game. At the moment he seems like he could be strong bottom lane, especially with your ultimate to set up awesome kills bot lane (I just played Corki+Skarner against Ashe+Skarner in a normal and it was pretty ridiculous overall). For a build I'm again thinking Jax. Rageblade and Gunblade, along with other variable items like Triforce, Atma's, Banshee's, etc. MAYBE Rylai's. In terms of tankiness you probably shouldn't build much more than Banshee's+Atma's.
