I would be against Nashor's. The CDR is nice so is the AS, but IMO the AS you can get from other item combos outweighs Nashor's niche, yes it would be more expensive to grab 2 items to supplement the AS but those items would probably fit better. Guinsoo's and Malady or Guinsoo's and Ghostblade's active come to mind as perfect fits to stack with one another. The CDR as well can be obtained elsewhere. Something like Glacial Shroud or Shurelia's Revery could supplement it and make you a bit tankier without the loss of beneficial survival stats or mana. Mana more so from Glacial Shroud ofc.
But this is the time in which testing Skarner is open, so for all we know Nashor's might turn out to be a solid item.

I have played about 6 games with him so far and I am not finding AP to be the way to go. At least mid to late game anyway. Stacking pure as/ad on him is something im willing to try out with some CDR in the mix and just spamming his Q in one on ones and teamfights since it has a short AOE and it does a decent amount of dmg endgame
skarner is the first champion in a long time that i cannot figure out what the **** to build.
i've heard suggestions of a straight AP build that actually seems very interesting. rylais, deathcap, lich bane. chase people, never let anyone run away, hit them for lich bane procs every 2 seconds.
still, you won't have the attack speed to back it up so hybrid may be useful as well. nashor's tooth has good theorycraft behind it but i'd rather go with a different item combo to achieve the same goals. rageblade is interesting and probably quite good GIVEN that he can survive - at the moment he reminds me of a weaker AoE jax with a suppress niche. spell vamp seems powerful on him as well - Q spam and the heal from E makes you stronger.

ok heres something else i've been doing.
first i feel skarner does best duo bot. his melee last hits really hinder him against ranged opponents.
anyway, while i know they've been saying max r/q/w/e, i've been doing more r/e/q=w, its an amazing poke and gives great sustainability when used with q to proc the heal from a minion wave.

I love how everyone is like "Frozen Heart synergizes well with skarner's passive guyse".
When it's exactly the opposite.
When you can auto attack for reduced cooldowns, CDR is bad on that champion.
Let's take Taric for example.
With NO Attack Speed items, at level 18, his effective heal cooldown is 4.86s because of his base attack speed, assuming you are constantly auto attacking.
With 40% CDR, this is reduced from 4.86s, down to 3.64s, a 25% reduction, and a a 28.5% increase in effective healing (Normally 66%).
For Skarner, his CD's are...

Now, with his BASE attack speed(assuming .631 is correct (It LOOKS like his level 1 AtS, it's congruent with other level 1 Attack Speeds.)), his QWER cooldowns are... in "(Minion) : Champion" format.
(3s) : 2.5s

(7.9s) : 6.32s
(69.5s) : 55.3s
Which translates to (Minion) : Champion after CDR.
(1.6s) : 1.58s
(6.4s) : 5.4s
(4.74s) : 4s
(41.08s) : 33.18s
Now, keep in mind that these are EXTREMELY low ball figures, and that his actual effective cooldowns are likely much lower because of the attack speed gained from leveling up.
Also, keep in mind that the more Attack Speed you have, the less valuable that Cooldown Reduction is.

Seems more like you just dislike Nashor's.
25% CDR and attack speed while he reduced cooldowns by attacking.
That seems to fit him TOO well.
At max cooldowns, Crystal Slash would have a 2.1 second cooldown.
Combined with Energize, you're Crystal Slashing every other second! That means permanent-slows, more shields, more fractures for heals, and more Impales over time.
Just gotta see how serious his mana-issues would be after constant spamming.
