The only way I see Sivir winning lane would be pushing to kass turret and harassing under turret, poor choice though as it open you to ganks.

Kass is the pure "anti mage" mage
Veigar is the I can nuke like a boss "ESPCIALLY AGAINST CASTERS" mage
Late game it comes down to Veigar's farm and his ability to land his hadoken.
Or just be farmed enough to 1 shot tanks.
It's hard to say who would really win because Veigar's burst is full on ****** strength. But if Kassadin is fed or farmed too, it's very possible that Veigar will die in the time it takes for a Kass silence to wear off.
Veigar's always had THE BEST potential late game simply because he can farm his Q. So in truth it really is hard to consider him OP or UP. His early game is certainly stronger now thanks to the QoL buffs he got and his mana issues are reduced too.

if vieg has good levels 1-6 farm, a few kills, and builds decently, it's gg. SHUT HIM DOWN EARLY AND OFTEN. just sayin... cause i've had 500+ ap 20 minutes into a game. that's 1k dmg on his r, and 500+ on his q. that's gg.
