No. Ashe's lane phase is already poor and she needs ways to counter-harass enemies (Her W).
Furthermore, by maxing out E you will have no presence early game through mid game, which will ultimately result in your defeat.
The logic behind maxing E would be to earn more gold, but in reality you'd only earn less because you'd be zoned by the enemies.
The gold from is actually very minimal. If you max your E after W you're going to have a hard time following up in skirmishes. The slow is worth a lot more than the gold you get.
What about maxing E after W? I have found myself not able to trade or kill my opponent, so I decide to focus in having a better CS and more gold than them. Or is the slow in Q so important you can't max it last?
Since Ashe's early and mid game is very weak, she needs her W then Q to be maxed over E. If you max E before Q, then you have the potential to miss out on a kill that could have otherwise been gotten if your slow on Q was a bit higher. That is missing out 300g, which takes almost 100 minions w/ a maxed E to make up for that lost gold. Not to mention that improved slow on Q is going to save your life many times, and you're not going to be getting any bonus gold when you're dead and completely zoned by your opponent.
If i have got a TwistedFate on my team I max my W than my E and buy an AvariceBlade so u get 9 gold extr per last hit. This only works if you do great in your lane otherwise you will have a big lack of damage because of the delayed Infinity Edge or Bloodthirster.
