Vel'Koz can be probably the most annoying support in the game to lane against if the person playing him is good.

I think it is one of those YMMV things. I find it reduces the odds of getting instagibbed if you get jumped on midgame in that the health protects from either damage type. Bang for your buck though the extra slows aren't really that noticeable.

If you can hit your Q's he is hell to lane against. Smart people will hang out in their minion wave to avoid your poke. When they start doing that call your jungler over for a gank as they can't maneuver as well leaving them open to a Tectonic Disruption knock up.
And I agree that torching the entire enemy team with Lifeform Disintegration Ray is very satisfying, but so is seeing your ADC up 40 creeps on the enemy ADC because they weren't able to get near the minion wave. >:-)
