So in order to make him work either mobility must be added, crowd control or just a change in his playstyle in general. I think its fine to give Morde 1 ability that slows (not all of them with the exception of Q like you proposed) and one ability that boosts his speed. Like the slow you give to W for example and then make Mordes E increase his movement speed instead of making it a slow. What also would be a possibility is just changing his role entirely, making him scale of defenses rather than AP.

Well, the problem is, without all the slows and the speed up, i don't think it would be possible for
Mordekaiser to get close to anyone. Y'know, league of infinite mobility? And giving him hard CC would be kinda like, dumb, a gap closer wouldn't fit his character at all. So this is the only way how he can stick to his targets.
The slow on his E isn't really that impactfull, 15%, that is nearly nothing. It is just to get him started so he can slowly get near. The real slow starts kicking in if he either decides to directly aim to kill you or gets near you. In this cases, he either needs the mobility to fullfill the job or punish you for getting too close.
Also, I did recently some more redesign, now his E lost even more damage but now adds a flat amount of shield on top of the one from the damage, like it did once before. This way, it is impossible to poke people with it out of the lane (you would rather kill yourself than your enemy). It is rather used how it was originally intended to, a quick shield before going in.
Also, another interesting change is that the shield now fully procs on jungle camps, jungle

Or you could remove the slow from W so
Rylai's Crystal Scepter stil makes sense, change his E so he throws out spectral maces in a similar way like
Vorpal Spikes or the spectral horses from
Hecarim that stun targets hit (a mace hitting you at the head should surely stun you) and this way adding counterplay to the E (they should still pierce through minions and small monsters, but be stopped by champions, large monsters or epic monsters) and then give his ultimate a conditional speed up if he runs towards the target, while removing the slow.
Then, with that kit, he would be a great splitpusher as he is very strong at 1vs1 and pushing, while at teamfights he would be rather weak, but if he can get into the right position, he can be devastating.


He also has a great decision making at his build. Armor, Magic Resistance, HP (to a lesser), AP, AS, CDR, MS and spellvamp are all kinda stats he wants. Even AD is a good stat thanks to the ghost scaling and Q scaling. Hell, even crit can be usefull, if he already uses AD and AS, transforming crits into magic damage :D. (Of course, it would only affect 100% of the AD and would not be increased by 65% against single targets)
But, then, he is the only champion in the game that does no physical damage whatsoever :D.

Uhh... what? Yea, sure none of his spells do physical damage, but I don't see why that matters. There's a couple champions that don't do magic damage, yet nobody feels the need to "fix" them. No matter how under/overpowered they are. And then there's the entire category of "mages" that don't do physical damage with spells.
And if you're complaining he does no physical damage, you can build melee-kaiser. It's not really good ever, but it's a thing you can do I guess. Anyone can build AD technically.
