It's probably for the fight advantages. TP so they can be bot lane/mid/wherever, and ignite so that they can out-damage the other top laners who took TP/Flash.
You don't have an escape summoner, but if you're fast, like Hecarim, it probably doesn't matter so much. Same with other "escape" moves like
Glacial Path or Riftwalk, etc.

I think it's dumb as **** :D But I have seen it in plat on multiple occasions. 90% of the time having no flash made it easy as hell to gank them... Even if you do have an escape, the lack of flash screws you over big time (fizz needs an escape after going in the fight, lissandra needs flash to catch people after flashing her E, etc)
