The movement speed increase of Luden's Tempest is definitly a buff to Power of Evil, nobody abuses movement speed as hard as him on his poke champs. (hell, even on Syndra and Cassiopeia) If you combo that now with for example Twin Shadows, could be fun.
Still, this lacks build options for CDR for manaless champions.
