I personally think that theyve overbuffed it. Either make stacks easier to get, which was never a real problem in the first place, or make Devourer enchantment worth a damn. They've done both. I also think that +120 magic damage on every basic attack is pretty silly.
Warwick now deals an extra 480 damage on Infinite Duress.

I would still say Innervating Locket, release Enchantment: Devourer and Feral Flare were stronger. Oh, and Wriggle's Lantern when the proc was physical.

Please, stop this thing. It runs into entire teams 1v5 and kills them all instantly. He literally kills ADCs instantly.
So, he double-strikes every other attack, which is fun.
He can solo baron once he gets full build. Level doesn't really matter.
His Q has virtually no cooldown.
His E procs 2-4 times every AA when activated.
Just.

Devourer, and anything similar, has always been flawed. It only works on subpar junglers. Exception being Feral Flare on Rengar. You remove all your pressure. You rely on your team to have reliable cc and pray that they don't fall behind. Also, cross your fingers and hope that a Lee doesn't kill you while stacking.
The old devourer, pre-nerf, was only strong on one champion. I doubt it will be any different this time. Warwick can do a ton of dmg once he reaches 6, and has no problem farming. Just all the above points still apply, until you hit 6.

Actually, you can't stack the new devourer pre you get it, so earlygame with someone like Xin you can gank and then farm. Dragon Control can give you 5 stacks, so playing with your team is important.
It has its uses even while not evolved, Wriggle's pre evolving wasn't usefull at all.
Riot has the tools to balance things if they are out of order. They can rename the on-hit effects to on-attack effects and they would no longer work with Devourer. So any OP combo could be easily solved.
