Skins are never worth it. They single-handedly ruined my family's financial stability. I remember the days where I was eating whole McRibs, but now I'm forced to go outside and eat dirt three times a day.
I still buy them though, would recommend.
Arcade Riven is actually a really good looking skin, Queen Ashe is kinda outdated, but it's going cheap, so why not. It all depends on whether or not you like other skins more, or if you like playing Riven enough to buy more skins. Really, it's your decision. If you really want it, buy it. But I feel that if you're relying on an internet forum to decided whether or not you buy a skin, then maybe you don't want it enough to warrant a purchase.

Some skins actually do help you in game ( iBlitzcrank comes to mind), but it's minor.
I'd recommend buying them for champions you're good at or have fun playing.
