Correct, you get it when you do not necessarily need the active and when you want to build into other items faster. Getting items like Locket (with some flat stats) 800g or a few minutes earlier can turn out to be really important. Slot efficiency helps but is not the core reason because supports don't tend to finish their full build before 40 minutes anyway.

Right now probably Braum as undisputed number 1, followed by Thresh, Janna

I'm seeing less and less Alistar being played in both competitive and solo queue. The nerfs did affect him, and his weak early game right now is definitely a large downside. On the other hand, Braum is like stronger than ever.

Don't mistake me not mentioning him as top-3 support for a sign of being weak, but I think these 3 are just a bit better right now; especially in a solo queue environment.

Ahh thank you for the clarification. Though, I haven't personally noticed a difference in his performance. Maybe that's because I don't max E or whatever high elo players do. (I think they do that?)

High elo/pro players don't max E, but it was super powerful in combination with windspeakers. Pretty much permanent AOE defense boost was pretty op.

I'm Surprised that alistar is losing favor. I thought that you'd his weak early game would be mitigated by the popularity of lane swaps.

The lane swaps cause alistar's early game to only be punishable levels 3.5-5 instead of 1-5

Nerfs also killed his 'op-factor' which accounts to him falling out of favour. For the record, I think he's still a tier-1 support but rate Braum/Thresh over him right now and Janna/Trundle are tied with him depending on situation/teamcomp.
