The CDR on Night Harvester would be nice, if Fizz would be able to utilize the CDR effectively. Fizz generally doesn't have the mana resource to use the item to full effectiveness (say compared to a champion like vlad or gragas). Which is why I shy away from it, as the other items I recommend can be used to fuller effectiveness depending on the style or situation you're aiming for.
To clarify, it's not a completely terrible item. You can definitely get away with using it in your core, and Night Harvester is a great skirmishing item. However, the goal of my guide is to aim people in the right direction by recommending the most optimal way to build Fizz to increase the chance that they succeed. Adding options that work, but are less effective I think would add confusion and muddy what I think is best.

Are you ahead?
Do you have dark seal stacks?
Do they have multiple AP threats?
Do they have high impact ultimates that I can dodge with Zhonya's?
How many AD threats do they have (and will I have to deal with them in the side lane eventually?)
In the case you are snowballing and have 4-10 dark seal stacks, Zhonya's first can be extremely good to protect your shutdown and stacks on dark seal. This works because the dark seal will give you the damage you need to still effectively kill and you will have the defensive active on the Zhonya's.
There will be a lot of cases where you are only slightly ahead, even, or behind, and in these cases I would recommend to build Night Harvester. You don't want to end up in a state versus mages where you are behind and built Zhonya's, and due to this unable to effectively burst them and play out Fizz's kit optimally. The same goes for melee matchups. Imagine you are versus an Ekko who rushed Rocketbelt and you only have Zhonya's. Do you think you will be able to match him in the side lane? Probabaly not.
These are just a couple of examples, but like I said look at my list and try things out for yourself. Of course if you're versus full AD Zhonya's is always strong.

I believe someone already mentioned it but having notes in the cheatsheet would actually help a lot for readers that just want to quickly get some information about what they're running before they're entering their games. Some examples could be having notes on why you run that ability order, how come E is maxed first and Q is maxed last, why you build
Other than this I think the guide is extremely solid and clean, apart from maybe some matchups where there is an odd amount of empty space for some of them (e.g. under the portrait for Akali / Galio), but otherwise it's astonishing.
I really hope you continue to update this guide for a long time to come. :)
I plan on continuing to update this guide throughout the months/years to come. I have a spreadsheet of corrections to be made that could make the guide better (such as the cheatsheet/matchups you mention) and as Vivi and I get the time between patches to do so I will be sure to take your words into account when making changes.

However, be careful. Sometimes even if there are tank threats it still will be your job first and foremost to kill the squishies, and in this case ludens/night harvester are still better.
