well, post haste in HoN are like 2150 or something like that
30 or 60 second cooldown I think
and you can only TP to allied structures or units (meaning not in their base, in their jungle, in their section of the lane, etc)
that could probably be implemented well into LoL
just keep in mind, HoN also has Homecoming Stone, which is a one use teleport of the same kind
maybe something like that could be implemented as well
then LoL would turn more towards DotA, however

It would be sick for junglers who gank, they would kinda be able to ignore wards in sidebushes.
However, the channeling might ruin the idea, if you are trying to escape, then at some point people will learn the range and they might just run to that range, when the enemy is channeling, unless the range is actually significant.
(This might be hard to understand, didn't really know how to express myself)

I feel like the range would have to work like Caitlyn's ultimate in that you have to be within a certain range to initiate the teleport, but after that it does not matter if the person runs out of range it will still work. However, I do not know if this would even be a factor because you probably would not be able to do it to enemy champions.
