Max E first, it gives the much needed slow, a sort of AOE damage and it hurts like hell.
This again will result in a sort of EU vs US playstyle thing.. since Guardsman bob says E>Q but hotshot says Q>E ... From personal experience I find that E > Q

I've played Xin Zhao since he came out. I would always prefer:
R > Q > W > E
I only use E to get into the fight to use R. Then the maximized Q will deal tons of dmg, since you'll most likely have a decent amount of AD and ArmP at the same time.
Another thing is: It also cost less mana (only 30 o.O) + with CDr and W, you'll be able to deal tons of damage x2 and almost x3 in one single teamfight/1v1.

A lot of builds I've seen max Charge first while I personally think it makes a lot more sense to max TTS.
